ملخص الدراسة
هدفت الدراسة إلى التعرف على نظام الخدمة الوطنية ودوره في تعزيز المنظومة الأمنية بدولة الإمارات العربية المتحدة، والذي يعتبر أحد أهم المشروعات الاستراتيجية التي من شأنها أن تحقق أهدافاً استراتيجية كبرى لدولة الإمارات، والذي جاء بعد دراسة وافية خَلُصَت منها قيادتنا الرشيدة إلى أهمية إقرار الخدمة في هذه المرحلة من عمر الدولة وفق المعطيات والبيانات المتوافرة، وبما يتناسب مع الخطط الاستراتيجية الموضوعة، والتي تهدف في مجملها إلى تحقيق المصالح الوطنية التي يأتي أمن المواطنين والمقيمين على رأسها، وبالتالي الاستمرار في عملية البناء والتنمية والرخاء؛ وكذلك المساهمة في تحقيق الاستقرار الإقليمي إسهاماً في تحقيق السلام الدولي.
وقد توصلت الدراسة إلى عدد من النتائج كان من أهمها: إن تقدم الأمم وإزدهارها رهين بالاستقرار الأمني في المجتمع وبمدى إرتباطه بالهوية الوطنية في نفوس وقلوب المواطنين، والقدرة على التلاحم المجتمعي والسياسي لتحقيق التقدم والنماء والإزدهار. كما توصلت الدراسة إلى أن نظام الخدمة الوطنية ليست مجرد برنامج عسكري تطبقه الدولة لإلتحاق شباب الوطن لمدة زمنية معينة بهدف الإعداد القتالي والعسكري والنفسي والبدني للشباب، ولكنه منظومة متكاملة يجمع تحت ظلالها حزمة من الأهداف الوطنية التي تسعى لتحقيق رؤية الإمارات 2021م.
وقد أوصت الدراسة بالاهتمام بتحفيز المجندين للخدمة من خلال ربط الإتقان والجودة في الخدمة بالمزايا المهنية فيما بعد، واستطلاع آرائهم بشكل مستمر لمعرفة وجهة نظرهم اتجاه عملهم، وكيف يمكن أن كيف ينظر الجنود إلى عملهم، وكيف يمكن أن يساهموا بقدر كبير في نجاح الخدمة الوطنية في دولة الإمارات العربية المتحدة. كما أوصت الدراسة بالإهتمام بالتوعية الثقافية للمشمولين بالقانون والمتأثرين بتطبيقه لكي يتقبلوا ويتفهموا مدى أهمية تطبيق نظام الخدمة الوطنية وخاصة في ظل الظروف الراهنة التي تعيشها المنطقة عامة ودولة الإمارات العربية المتحدة خاصة، وذلك من خلال طرح موضوعات دراسة أو زيارات أو لقاءات أو ندوات.
